On behalf of the Union of Local Authorities of the Philippines (ULAP), I extend our full support to Executive Secretary Ralph G. Recto as he assumes one of the most critical roles in the national government.
Secretary Recto brings with him decades of exemplary public service, marked by principled leadership, deep understanding of governance, and an unwavering commitment to the Filipino people. Throughout his career as legislator, economic manager, and national policymaker, he has consistently championed significant reforms that strengthened the country’s fiscal position, expanded social protection, and promoted sustainable and inclusive growth.
His appointment as Executive Secretary at a time when the Philippines is navigating major economic, social, and disaster recovery challenges, gives local governments confidence that sound judgment, balanced decision-making, and economic discipline will continue to guide the highest levels of government. We believe that Secretary Recto’s expertise in economic policy and institution-building will help ensure stability, strengthen investor confidence, and advance reforms that uplift the lives of our communities.
